The 7th NEA Policy Dialogue on Industrial Parks in Changchun, China

The Jilin Provincial Government and the GTI Secretariat, with the support of the Ministry of Commerce of China, jointly organized the 7th Northeast Asia Policy Dialogue on Industrial Parks on August 26, 2025, in Changchun, China. The Dialogue gathered senior government officials, industry leaders, and representatives from international organizations across Northeast Asia. Themed Jointly Explore New Prospects for Industrial Parks Cooperation and Forge a New Engine for Industrial Development, the meeting addressed critical opportunities for regional economic integration.

 

Participants recognized that the global economy is undergoing profound transformations, reshaping industrial and supply chains. Given its strategic location and economic potential, Northeast Asia is positioned to leverage industrial parks as platforms for innovation, collaboration, and sustainable development. Discussions highlighted three focal areas.

 

First, Cross-regional Collaborative Innovation emphasized the role of industrial parks as hubs for synergy, with experts presenting models for joint development and enhanced connectivity. Second, In-depth Integration of Industrial Chains explored strategies to strengthen industrial resilience through upstream-downstream linkages, enterprise cooperation, and sectoral collaboration, thereby cultivating a robust industrial ecosystem. Third, Sustainable Development and Intelligent Transformation focused on the green and digital transition, calling for low-carbon technologies, smart solutions, and innovative governance in industrial park development.

 

Distinguished speakers represented a wide range of institutions and sectors, including international organizations such as UNCTAD, leading economic research institutes from Korea, industry associations and investment agencies from Russia, government bodies and technology parks from Mongolia, financial institutions such as Korea Eximbank, major industrial parks from China, development and research associations from provincial governments, industrial complex management agencies from Korea, and policy think tanks from Pakistan and Indonesia. They shared best practices, policy insights, and collaborative initiatives to advance industrial park cooperation and regional development.

 

The Dialogue reaffirmed Northeast Asia’s commitment to openness, inclusive growth, and regional cooperation, positioning industrial parks as key drivers of economic prosperity in the Greater Tumen region.
